Heat oil or ghee in a pan or pressure cooker over medium heat. Add cumin seeds and let them splutter.
Add the sliced onion and sauté until translucent. Add the minced garlic, grated ginger, and green chilies (if using) and sauté for another minute.
Add the cinnamon stick, cardamom pods, and cloves to the pan and sauté for a few seconds.
Add the green peas and sauté for 2-3 minutes.
Drain the soaked rice and add it to the pan. Mix well and sauté for 2-3 minutes.
Add salt and 2 cups of water to the pan. Mix well and bring to a boil.
If using a pressure cooker, close the lid and cook on high heat for 1 whistle, then reduce the heat to low and cook for another 5-7 minutes. If using a regular pan, cover the pan with a lid and let it simmer on low heat for 15-20 minutes or until the water is absorbed and the rice is cooked through.
Once the rice is cooked, turn off the heat and let it rest for 5 minutes.
Fluff the rice with a fork and transfer it to a serving dish.
Garnish with fresh coriander leaves (if using) and serve hot with raita or curry of your choice.
